Small Business Consulting Agency (SBCA)
SBCA provides administrative management and business development consulting services to small businesses that want to sell Federal, State and Local Government agencies. While our focus in on minority, women-owned and service disabled veteran businesses we work with all small business that needs our consulting services.
Financial and banking consultant Sharon Merino founded SBCA in 1992 in the aftermath of the Los Angeles Riots and Florida's Hurricane Andrew. Ms. Merino recognized that many businesses, which had been hard hit by these calamities, were simply too overwhelmed by the mounds of paperwork required to receive disaster assistance from the Small Business Administration (SBA) and Federal Emergency Management Administration (FEMA). As a result, she founded SBCA to act as a liaison for minority, women-owned and service disabled veteran businesses, navigating them through difficult but necessary paperwork to ensure they received their disaster relief.
In 1993, SBCA changed its primary focus to helping business owners achieve Small Disadvantage Business, Minority, Women-owned, Disadvantaged and Service Disabled Veterans Business Enterprise (SDB/MBE/WBE/DBE and SDVBE) certifications. To date, SBCA has a 100% certification approval rate for its clients.
In 1997, SBCA formed a partnership with Nicholas W. Smith Business Mentor of Orange County; CA. Mr. Smith had previously been providing management and marketing consulting to small businesses. He started his consulting service in 1989 after spending 20 years in management with Fortune 500 corporations. The joining of these two backgrounds has formed a strong consulting service that can meet the needs of any type of business.
In 2001 SBCA incorporated in the State of California as SBCA, Inc. and operates as the Small Business Consulting Agency under a Los Angeles County dba. This new business type has allowed the company to grow and expand into new areas of administrative management and marketing consulting.
SBCA currently has four core business segments.

What is the difference between the “Small Business Consulting Agency” and SBDC, SCORE, PTAC and other non profit government supported agencies supporting minorities and women?
SBDC/MBDC/SCORE/PTAC and other agencies - that is funded with federal tax dollars and provides counseling services to any kind of small business. Their primary restriction is that they can not do the work for you nor may they give you any information that would provide you a competitive advantage in government contracting.
Small Business Consulting Agency – is a for-profit consulting corporation and we collect our fees from you the client. As you are our client we can take the work out of your hands and complete forms and documents for you. If we are to earn our keep we must provide you with information and training that will give you a competitive edge in government contracting.
