Description of Class
This program is designed for those small businesses that are just starting to sell to the Federal Government or have been struggling to win Federal contracts. This program will cover those FAR regulations that relate to contract size and the limitations on the buyer to publish bids for open competition.
Negations with Buyers will cover the following:
Dollar size of order rules
Rules for publishing work opportunities
Buyers take classes on negotiating why don’t you
What is open and fair competition
Rules for sealed bid competition
We will discuss the process of building relationships with the 5 key people in the agency that make the buying decisions. We will also cover how to find an advocate within the agency and how to get that advocate to help you succeed in the agency.
Some examples of that we will discuss is how the government decides that a product is needed in an emergency and competitive bidding is suspended. We will also discuss how products can be declared for test evaluation and orders for up to $10 million can be released without competitive bidding.
We will review how the buyers are trained to negotiate and how they measure their goals. We will cover understanding the budget and how the buyer and Contracting Officer use budget numbers to get the things they want.
